The declaration reads that after Budapest Memorandum was signed "our state logically and consistently follows its obligations do not accept, implement and do not acquire such weapon."

 

Still, "the increase of nuclear countries quantity, actually possessing nuclear weapon, after the Budapest Memorandum was signed, the events development in the world, proving tendency in the world to its constant increase,  is a threat as in the global sense as well for the separate states, nuclear free first of all, that taken obligations not to spread nuclear weapon. The strengthening of the regime of nonproliferation becomes urgent necessity."

 

Pursuant to the declaration, the Verkhovna Rada of Ukraine deems the present situation needs ideological evolution, peculiar for the Budapest Memorandum and its amended implementation in the document of international-legal character.

 

According to the Resolution Draft, the Cabinet of Ministers is charged with the provision of the further elaboration of the international treaty draft, aimed at the development of the Budapest Memorandum principles and formation of the real international-legal guarantees of the national safety of nuclear free Ukraine. Moreover, the government is supposed to make all the necessary diplomatic steps and mere formalities concerning the scrutiny and adoption of this agreement and also its adoption by United Nations Organization.

 

A relevant Bill is registered under Reg. No. 5296.
